BALLAST WATER MANAGEMENT SYSTEM FOR ADRIATIC SEA PROTECTION - BALMAS

IPA STRATEGIC PROJECT BALMAS - PRESS RELEASE May 2014

BALMAS Project - BALLAST WATER MANAGEMENT SYSTEM FOR ADRIATIC SEA PROTECTION

Project BALMAS addresses the protection from ballast water pollution, risk prevention, enhancement of the marine and coastal environment in the Adriatic area. Ballast water represents a prominent vector for the transfer of Harmful Aquatic Organisms and Pathogens (HAOP) across natural barriers. To provide a globally uniform Ballast Water Management (BWM) approach, in 2004 the International Convention for the Control and Management of Ships' Ballast Water and Sediments (BWM Convention) was adopted and is now nearing entry into force.

Strategic common cross-border approach was recognized to be crucial also because of specific, vulnerable, economically important, semi-enclosed environment in which HAOP as well as international shipping cannot be limited by political borders.

The BALMAS proposal integrates necessary activities in the Adriatic to enable a long-term, environmentally efficient and financially sustainable implementation of the International Convention for the Control and Management of Ships' Ballast Water and Sediments, 2004. The general BALMAS objective is a common cross-border system connecting all Adriatic researches, experts and national responsible authorities to avoid the unwanted risk to the environment and humans from the transfer of HAOP through the control and management of ships' ballast water and sediments.

BALMAS specific objectives include:

  • Provide BW and BWM state-of-the-art information and related developments in research and regulatory areas at Adriatic
  • Identify Adriatic BW operations and vessel patterns, BWM options and innovative treatment solutions
  • Conduct port baseline surveys and monitoring to obtain information about the presence and negative effects of HAOP
  • Prepare an integrated electronic BWM DSS, which will allow vessel reporting on intended BW operations;
  • Include early warning system (EWS) to alert vessels and environmental protection authorities when HAOP are identified in ports;
  • Include DSS for vessel compliance monitoring;
  • Include risk assessment (RA) DSS to enable BWM solutions according to the risk identified.
  • Develop an integrated BWM Plan for the effective implementation of the BALMAS DSS in all Adriatic ports and enable safer and more effective BWM measures according to international regulations, European-wide developments and local specifics, resulting in continued minimization and ultimate elimination of HAOP transfer in the Adriatic.
  • Develop a BWM Strategy, considering financial, institutional and political sustainability in the region for a long-term effective BWM in the Adriatic.

More information about the project, project partners, ongoing activities and results are available on the project website: www.balmas.eu.

BW as the Vector of Introduction of HAOP in the Adriatic Sea and BWM options

4.1. Analysis of shipping patterns in the Adriatic

4.2. BW discharge patterns in the Adriatic

4.3. BWM methods for vessels

4.4. Sediment management options for ports and shipyards

9.2 Contact list of authorities and main stakeholders relevant for the ballast water management in the Adriatic

  • The BALMAS Project WP9 aims at drafting a BWM Strategy for the Adriatic region, including key elements to address the long-term regional implementation of the BWM system developed by the project (including the BWP Plan and the BALMAS DSS). Both the BWM system and the Strategy will facilitate the Adriatic Sea bordering Countries to comply with the legal obligations deriving from the International Convention for the Control and Management of Ships' Ballast Water and Sediments signed in London in 2004 once it will enter into force. Whilst the Strategy is not intended to fix priorities, which remain in the sole Governments responsibility, it will put forward a common context and horizon, supporting the further development of a co-ordinated cross-border implementation of BWM in the region.
